A single character mismatch — "Methanol" vs "Methyl Alcohol" (both acceptable PSNs for UN1230, but the facility wants the exact PSN that matches their purchase order) — can halt a truck for 2 to 4 hours while corrected documentation is obtained.

ERP System Mismatches: The Hidden Compliance Risk

The most common documentation error in chemical manufacturing is a mismatch between the ERP system's product code and the DOT Proper Shipping Name. ERP systems (SAP, Oracle) assign internal product codes that get printed on the packing list. When shipping clerks copy from the packing list rather than the SDS, trade names and abbreviated descriptions end up on the BOL instead of the regulatory PSN.

Fixing this requires either a BOL correction workflow or a rules-based validation that checks the ERP output against the Hazardous Materials Table before printing.

For chemical manufacturers shipping internationally or on government contracts, additional requirements apply: some facilities require a company-specific emergency response plan number rather than CHEMTREC. A shipper who lists CHEMTREC without having a CHEMTREC subscription in force creates a compliance gap — the call center cannot provide material-specific guidance without a registered account.

Inter-Facility Transfer Documentation

When a chemical manufacturer ships between its own facilities — from a production plant to a company-owned distribution center — DOT requirements still apply in full. An intra-company transfer is not exempt from 49 CFR shipping papers, placards, or carrier endorsement requirements. The common mistake: smaller manufacturers treat these as "internal moves" and use informal manifests rather than compliant BOLs. Any motor carrier transporting the material, even under a dedicated contract, must operate under the full DOT framework.

Pre-Tender Compliance Checklist

Experienced chemical logistics teams run a pre-tender check before every load leaves the dock:

  • UN number verification: BOL UN number matches the SDS for this specific product lot — not the family product default in the ERP system.
  • Packing group verification: BOL packing group matches the SDS packing group. PG II and PG III are not interchangeable; the packaging UN rating must match.
  • Emergency telephone: The CHEMTREC account number or company ER number is active and the contact is staffed at the time of dispatch — not just during business hours.
  • Carrier PHMSA registration: Carrier's PHMSA registration is verified against the active database, not just their DOT number.
  • Placard count and type: The correct class placard is affixed on all four sides above the regulatory aggregate weight threshold.
  • Receiving appointment: The facility appointment is confirmed and includes notification of the hazmat class and UN number.

This checklist takes four minutes. A documentation error discovered post-departure costs four to eight hours and a carrier deadhead.
