Class 3 flammable liquids: the most-shipped class, done right

Class 3 Flammable Liquids

Class 3 is the most frequently transported hazmat class in the United States. It covers everything from industrial solvents and adhesives to paints, cleaning agents, and packaged fuels. Understanding Class 3 requires a firm command of flash points, packing groups, and segregation requirements — errors in any of these areas are among the most common and costly violations shippers face.

Defining Flammable Liquids: Flash Point

A flammable liquid is defined by its flash point — the lowest temperature at which the liquid gives off enough vapor to form an ignitable mixture with air near the liquid's surface.

  • DOT Class 3 definition: Any liquid with a flash point below 140°F (60°C).
  • Combustible liquids: Liquids with a flash point at or above 140°F and below 200°F (93°C) are classified as Combustible Liquids under 49 CFR 173.150. For non-bulk packaging in domestic ground transport, combustible liquids are largely exempt from full hazmat regulation — no placard, no hazmat BOL required. The Three Packing Groups Explained

Every Class 3 material is assigned to a packing group based on danger level:

PG I materials are relatively rare in commercial freight. PG II — which includes acetone, gasoline, and most industrial solvents — is the workhorse of Class 3 shipping. PG III includes the majority of paints, coatings, and diesel fuel shipments.

Packaging Requirements

Non-bulk (under 119 gallons):

  • Tight-head or open-head drums (1A1 or 1A2): 55-gallon steel drums are the industry standard. The drum must bear the UN specification mark indicating its rated capacity and packing group (e.g., UN 1A1/Y1.4/150).
  • Intermediate Bulk Containers (IBCs / totes): 330 to 550 gallons. Also require UN specification marks. More economical for high-volume shippers.
  • Combination packagings: Inner bottles in outer cartons, as used for retail distribution. Must meet LQ rules or full specification requirements.

Bulk (over 119 gallons): Requires MC 306 or DOT 406 cargo tanks (the aluminum elliptical tanker you see on highways). This guide focuses on non-bulk.

Segregation Mandates

Class 3 is incompatible with oxidizers (Class 5.1) and organic peroxides (Class 5.2). These combinations are prohibited from being loaded on the same vehicle — not just separated, but completely excluded from co-loading.

Class 3 PG I materials also carry specific ventilation requirements during transport. Many carriers require the trailer to be ventilated (doors propped slightly open or vented) when hauling highly volatile flammable liquids to prevent vapor accumulation that could ignite from electrical equipment.

Emergency Response Baseline

Under the Emergency Response Guidebook, a large spill (over 55 gallons) of a common Class 3 PG II material like acetone requires:

  • Initial isolation of 50 meters in all directions
  • Elimination of all ignition sources (no smoking, no vehicle engines within the isolation zone)
  • Notification of CHEMTREC and local emergency services

Most Common Class 3 Violations

  1. Flash point misclassification: A material measured at 65°F flash point shipped as "combustible" (non-regulated) when it is actually Class 3 PG III.
  2. Wrong packing group on BOL: Shipping acetone (PG II) with "PG III" on the shipping paper — typically caught at the carrier terminal but occasionally caught by PHMSA enforcement.
  3. Using non-UN drums: Using food-grade poly drums that lack the UN specification mark for a Class 3 PG II load.
