The Orchestrated Shipment: Houston to Nashville

To understand hazmat logistics at a granular level, it helps to trace a single shipment from origin classification through proof of delivery. This walkthrough follows 20 drums of acetone from a chemical plant in Houston, TX, to a coatings manufacturer in Nashville, TN — a 900-mile, 2-day transit covering every compliance decision in the process.

Step 1: SDS Review and Classification

The shipping coordinator opens the Safety Data Sheet (SDS) for Acetone and turns directly to Section 14 (Transport Information). The SDS confirms:

  • UN Number: UN1090
  • Proper Shipping Name: Acetone
  • Hazard Class: 3 (Flammable Liquid)
  • Packing Group: II
  • Flash Point: -20°C (-4°F)

This flash point (-4°F) is well below the 73°F PG II threshold and well above the 95°F PG I boiling point requirement, confirming PG II classification. The coordinator cross-references the Hazardous Materials Table (49 CFR 172.101) to confirm UN1090 maps to: "Acetone, 3, II, 173.202(a)" — consistent with the SDS.

Step 2: Packaging Selection and Verification

Twenty drums of acetone at PG II require UN specification packaging. The plant uses 55-gallon closed-head steel drums (UN 1A1). Each drum bears the embossed UN specification mark: UN 1A1/Y1.4/150, which decodes as:

  • 1A1 = closed-head steel drum
  • Y = suitable for PG II and PG III materials
  • 1.4 = specific gravity the drum was tested at
  • 150 = maximum internal pressure in kPa during testing

The coordinator verifies that the drums are rated for the material's density and that the closures (bungs) are the correct thread type and torque to specification. A cross-threaded bung is the single most common cause of drum leaks in transit.

Step 3: Marking and Labeling

Before the drums leave the staging area, each one receives:

  • UN number marking: "UN1090" stenciled or labeled on the side of the drum, at least 12mm tall.
  • Proper shipping name marking: "Acetone" in the same area as the UN number.
  • Class 3 Flammable Liquid diamond label: 100mm x 100mm, applied near the UN number mark on two opposing sides of each drum.

The labels must be durable, legible, and affixed so they will remain attached and readable for the duration of transport. Stickers that peel in humidity or heat are not compliant.

Step 4: Documentation — Completing the BOL

The shipping clerk drafts the Bill of Lading. The hazmat entry reads: UN1090, Acetone, 3, PG II, 20 drums, net 4,000 kg

Additional required elements added to the BOL:

  • Emergency contact: "Emergency Contact: CHEMTREC 1-800-424-9300" (contract verified active)
  • Shipper certification: "This is to certify that the above-named materials are properly classified, described, packaged, marked and labeled, and are in proper condition for transportation according to the applicable regulations of the Department of Transportation."
  • The coordinator signs and dates the certification.

The BOL is reviewed against the SDS one final time. UN number: match. Proper shipping name: match. Packing group: match.

Step 5: Carrier Vetting and Booking

The shipment is posted through the Dock Optimizer network. The system verifies the matched carrier has:

  • Active HME on the assigned driver's CDL
  • $1M auto liability insurance with MCS-90 on file
  • PHMSA hazmat registration current through June 30
  • Satisfactory DOT safety rating

The carrier is booked. A delivery appointment is set at the Nashville facility for Day 2, 09:00–11:00, with a HAZWOPER-trained receiver confirmed.

Step 6: The BOL and SDS are Pre-Transmitted to Nashville

Twenty-four hours before delivery, the carrier's dispatch pre-transmits the BOL and SDS to the Nashville facility's receiving office. The receiver reviews and confirms the manifest matches their purchase order. Any discrepancy — if the PO says 20 drums of "Acetone" at "200 liters" and the BOL says "4,000 kg" — is resolved before the truck leaves Houston.

Step 7: Loading and Placarding

The carrier arrives at the Houston plant. Total load weight: 20 drums × approximately 200 kg each = 4,000 kg (8,800 lbs). The 1,001 lb threshold is far exceeded. The shipper provides four Class 3 (Flammable Liquid) placards — one for each side of the trailer.

The drums are loaded onto the trailer and:

  • Blocked and braced: Each drum is secured against lateral and longitudinal movement using drum dollies bolted to the trailer floor, or drum bracing bars. Unsecured drums rolling in transit cause the majority of non-crash drum failures.
  • Stacked appropriately: 55-gallon steel drums are typically stacked two-high using drum racks. No stacking without approved racks.

The driver inspects the load, verifies the BOL matches the drum labels (UN number, label class), signs the BOL as carrier, and affixes the four Class 3 placards to all four exterior sides of the trailer. A copy of the BOL and the SDS goes into the driver's door pocket.

Step 8: In-Transit Compliance

The driver follows interstate routes to Nashville, avoiding I-10 at certain tunnel segments that restrict flammable liquid placarded vehicles. The shipping papers remain within reach in the driver's door pocket — required by 49 CFR 177.817 to be within the driver's reach while the vehicle is in motion.

If the driver needs to stop for a rest break, the vehicle must be parked in a location where it is not within 300 feet of a bridge, tunnel, or dwelling, per 49 CFR 397.7.

Step 9: Delivery and POD

The truck arrives at the Nashville facility at 09:45, within the 09:00–11:00 window. The gate guard checks the placards against the pre-transmitted BOL. The HAZWOPER-trained receiver meets the driver at the dock.

The receiver inspects the drums from outside the trailer before allowing unloading — checking for leaks, label legibility, and closure integrity. With no discrepancies found, unloading proceeds.

The receiver signs the BOL as delivered. The signed POD (Proof of Delivery) is the carrier's evidence of completed transport. Both shipper and carrier retain copies for the mandated 375 days from the delivery date.
